For some reason, I'd thought (for years) that there were only 3 seasons, but a look at Wiki shows you're right - it was S4 where they slashed production values. USA Network acquired it when CBS dropped it due to low ratings; USA moved production to Vancouver, brought in new characters, and budgeted the show for about 1/3 what CBS had been paying per episode - and it showed. Ugh. Interesting tidbit - the head agent of "the Company" (which replaced "the F.I.R.M." as the mysterious uber-governmental agency in the show) during Season 4 was played by William B. Davis - the Cigarette Smoking Man from The X-Files.
